    Influenced by many factors such as the prolonged production period, the disunity of trans-media visual output results and the imprecision of thinking in security problem under condition of the traditional emergency surveying and mapping service, GIS (Geographic Information System) productions are often very hard to provide information service which is necessary but not leading to security problem at the first time by the needful model for the specific users. After some problems exposed in current emergency surveying and mapping service of rescue are deeply analyzed, the article presents a new strategy of geographic information emergency service based on PDF (Portable Document Format) structure to adapt to actual needs in all kinds of sudden-onset disasters. The strategy not only ensures data quality and shortens the work period but also plays active roles in application range, transmission speed and security control.

    Aimed at the complex geometry calculation and uncertainty in spatial data matching, a new algorithm termed “stroke oriented macrostructure matching algorithm” was put forward in this paper. Taking road network as example, all strokes were picked up at first. Then all strokes were divided into types based on the length criteria. Finally, strokes of different types were matched respectively via a macrostructure combined matching algorithm so as to establish the matching relationships. Examples illustrate that this algorithm has more advantages in road network matching. For example, it adopts macro matching architecture, and its matching result is more accuracy etc.

    With the features of unobvious auspice, outburst, potential derivative hazard, significant natural disasters have great harm to the nature, society and ecological environment. To construct a comprehensive management system for them, information processing and evolution knowledge discovering is the basic and key issue, and emergency reaction is the core issue for the natural disaster prevention. First of all, theoretic mechanism of significant natural disasters was studied, which explained clearly the generating and evolution laws, the structuring basis and boundary limit, and the spatial & temporal pattern of significant natural disasters in China. Secondly, regional monitoring & warning system was designed and realized, including monitoring sites for earthquake, forest fire, diseases, and ice-snow disasters, and the multi-source of data collected from monitoring system was integrated and fussed into comprehensive data house. Thirdly, discovering method for semi-structural or non-structural evolving knowledge of significant natural disasters was set up and practiced, and variety of mathematic models were built and then be used in situation simulation of the instances, taking earthquake disaster as an example. Fourthly, multi-aim and group decision making modeling in emergency reaction was researched and the balancing strategy was defined, taking ice-snow disaster as an example.

    Public health emergency resource multi-resource dispatch problem is one of the most important issues in emergency response. In order to simplify the research, we put the public health emergency multi-resource dispatch problem as a typical single-objective decision-making problem. Usually we use short-path methods to estimate time from each emergency logistics center to emergency accident place. The main goal of the emergency multi-resource dispatch problem is using the shortest time to get the enough resource form minimum number of emergency logistics center. The dispatch algorithm has been expressed by formulas. A web system based on .net framework is developed. ARCGIS 9.2 server is used for the shortest path algorithm and map shows. Multi-resource dispatch algorithm is developed by C# language. At last a case study on human plague is given out. Web based public health emergency multi-resource dispatch system simplify operations. The multi-objective decision-making emergency resources scheduling will be studied in future.

    Tunnel vault subsidence is a very complex nonlinear dynamic system whose feature is difficult to describe accurately by traditional methods. In this paper, the moving average model of time series and the adaptive BP neural network are adopted to build the model, which use smoothing method of time series to curb and weaken the error in field surveying data, in an effort to reduce the numerical fluctuations of time series and use the adaptive learning rate and the momentum method to improve weaknesses of easily trapped into local minima, slow convergence and other shortcomings in the BP neural network. The prediction examples show that the model based on the moving average and the adaptive BP neural network can effectively restrain and weaken the measurement error and the method has features of simple, fast convergence and high accuracy prediction. Therefore, this method can be widely used.

    Ultrahigh pressure elbow is a key part of ultrahigh pressure pipeline, because of the processing modeling complexity of ultrahigh pressure elbow, there are some cracks on the surface of inside wall of ultrahigh pressure elbow, so under the effect of internal pressure, the stress field was very complex, Finite element analysis software was used to analyzed ultrahigh pressure elbow with semi- elliptical cracks, the stress distribution near the cracks was gained, and mainly studied the stress intensity factor of ultrahigh pressure elbow with semi- elliptical cracks and analyzed the effect factor, the result showed that the major effect factors on the stress intensity factors of ultrahigh pressure elbow are inside diameter and outside diameter ratio, the dimension of crack, crack angle, and the depth of crack and thickness ratio, and effect on the stress intensity factors of Ro/Ri was maximal, in engineering should be emphatically to consider the impact.

    Slop disasters, which are blurry and uncertainly, are influenced by random variables. So it is preponderant to use the gray theory to predict the displacement of slopes. The traditional model of equal interval gray system-GM (1, 1) needs equal interval monitoring data to get prediction, but most of time, we can only get unequal interval monitoring data. Therefore put forward a method that firstly make the unequal interval monitoring data equal-space and then use GM (1, 1) to forecast the displacement. Use Matlab to design corresponding program of this model, prove that this model is highly accurate and can be applied to practical engineering with an example.

    Upper Triassic Xujiahe formation locates in the deep west Sichuan depression, where abundant hydrocarbon resources were supplied and geological conditions for reservoir forming were favorable,contains three big structural belts with rich resources:Longmenshan, Xiaoquan-XinChang-Hexinchang-Fenggu, Shiquanchang-Longquanshan, especially the XinChang belonged to Xujiahe Formation of middle depression, the present ground stress has important effect in the exploitation of oil field. Base on the hydraulic fracturing data analyzing, determine the magnitude of horizontal stress as the constraint condition, use the FLAC3D software, and simulate the present ground stress distribution characteristic of second segment of Xujiahe formation, the results show the maximum principal stress direction is mainly east-west, which supply helpful reference to the future exploration and development.

    The data quality of wrapped phase play a very important role in phase unwrapping. The traditional filtering algorithms change jagged shapes of discrete phase point position. A novel filtering method based on trigonometric functions、intensity modulation and phase derivative variance is proposed in this paper, which can effectively filter noise of the wrapped phase data. Experimental results show that the algorithm can not only effectively filter the noise in wrapped phase data, but also to maintain value and position at the jumps in the wrapped phase.

    The K0526 +300 section of Lanzhou-Chengdu-Chongqing (short for Lan-Cheng-Yu) oil pipeline lies in the Sichuan-Shanxi border which has high mountains and deep valleys. Several-meters-high to tens-meter-high inner steep slope was formed by excavation of front slope, and most of the pipe trench and road located at the inner steep slope. “5.12” earthquake in 2008 triggered the unstable rock of K0526 +300 trench section to collapse, and the hazard did not damage the pipeline, but impacting of collapsed body destroyed protection wall outside the road embankment. In addition, the earthquake made rock mass loose, and some unstable rocks are faced with the risk of avalanche at any time, and the operation safety of pipelines was affect seriously. Base on field investigation of the rock slope, comprehensive evaluation of its stability and hazard was given, and two appropriate proposals of control measures were offered furthermore, and then the structure of optimal control method was designed based on structural mechanics theory. It provides a reliable evidence to eliminate the threat of unstable rock and ensure smooth and long-term operation of Lan-Cheng-Yu oil pipeline.
