    Traditional engineering cost control is to figure out the corresponding quantities of projects based on the construction drawing, and then apply the relevant quotas to determine the cost. However, for some extra large engineering projects, due to design depth, construction technology and other factors, the traditional method of cost control can not meet the requirements. This article will explore a new method for such kind of cost control from the perspective of value management.

    Carbon tax is not only an important tool of environmental economic policy, but also an important part of the environmental taxation system. The effects of carbon tax are to change in energy consumption structure, to contribute to reducing CO2 emissions, to exacerbate unequal social distribution and to impact on economic growth. The theoretical basis of carbon tax is to internalize externalities in order to avoid the tragedy of the Commons in atmosphere. China has a huge pressure of CO2 emissions reduction after 2012, therefore, I recommend that the government begins to levy a carbon tax in 2013 and implement a low tax rate of 20yuan/tc which increases gradually in future.

    The paper empirically researched on relationship between influential factors and CSR information disclosure based on the CSRDI (Corporate Social Responsibility Disclosure Index). The paper selects A-share companies listed in Shanghai and Shenzhen Stock Exchanges in 2007 as a sample. The results show that the corporation size, corporation performance and industry significantly and positively affect the disclosure of CSR information, while the ratio of independent directors and the structure of management are not decisive elements.

    This paper examines strategic issues related to the emerging concept of business model in the context of China’s securities industry. Through a brief literature review, theoretical connections between strategy and business model are proposed, and the key components of business model are identified. A research hypothesis concerning the relationship between e-business strategy and e-business model is then developed by refining relevant concepts. Accordingly, an empirical analysis is conducted, based on an online survey on 57 securities companies certified for online securities businesses in China. Overall, research findings indicate tentative support to the research hypothesis. Theoretical and practical implications are also drawn.

    In the wake of 21st century, Low-tech industry is still the footstone of China economic development. Low-tech industry has become the pillar industry of national economy over the past 30 years of rapid growth, while labor-intensive products with low technology content and value-added will be the focus of low-tech sector. Confronted with increasingly intensive technology competition and excessive production capacity of manufacture industry worldwide, more and more enterprises realize it is urgent to find new development way. This text analyzes the development condition, opportunities and challenges of China low-tech sector based on Dongguan textile & garment industry. A basic qualitative and quantitative approach to the competitiveness of low tech industry is sketched out by production capacity and efficiency, innovation, human resource and market environment. The significance of low-tech industry for processes of economic development is stressed. In the conclusion I suggest that it is necessary to set up technology innovation mechanism to serve for SMEs and complete the basic work of business management. It is urgent for the government to formulate the relative law and policy to eliminate the system obstacles of industry cluster and encourage low-tech firms “go abroad” to implement internationalization strategy. This is a realistic way of promoting the healthy development of China low-tech industry to cope with the internal disturbance and foreign aggression under the financial crises.

    This paper considers an industrial scheduling problem. It involves total cost minimization and the determination of the optimal spinpacks replacing cycle time, while meeting the minimum demands for the several products. The study is carried on integrated optimization for the decision of the spinpacks cyclic replacing and the production scheduling of multi-product. A mixed integer linear program (MILP) is presented. The objective function includes the product changeover cost, spinpacks cyclic replacing cost and etc. The resulting MILP can be solved to optimality within reasonable computational time. The effectiveness of the proposed model and methods are verified with the data collected from a real-world manufacturing facility.

    This paper researches how institutional investors influence the behavior of large shareholders’ benefits transportation from the typological perspective of institutional investors. The results show that active and passive institutional investors can effectively inhibit the benefits transportation of large shareholders; and as uncertain institutional investors, securities investment funds have no significant effect on large shareholders’ benefits transportation.

    Based on the background of non-tradable shares reform, this paper analyzes the shareholders’ relationship in listed companies. We find that about 80% listed companies have different direct controlling shareholder and actual controller. According to the characteristic of controlling right, listed companies can be classified into two groups. One group has low share holding ratio and high controlling right. Another group has high share ratio and low right separation. After non-tradable shares reform from 2005-2007, there is a uniformity tendency of controlling shareholder and actual controller for low share ratio and high separation companies. At the same time, character of shareholder and actual controller appear difference for part of this category.

    This article discusses the theoretical model among government debt, interest rates and private investment, and then tests the efficiency of Chinese government debt on private investment by vector auto-regressive (VAR) model. We come the conclusion that government debt on the impact of private investment is neutral; then analyzes of the relationship among the debt, private investment and interest rate by Granger causality test, the conclusion is that the government debt issuance and interest rates does not exist Granger causal relationship, the government debt issuance and private investment also does not exist Granger causal relationship.

  • Analysis of Structural Breakpoints of China’s Bond

    In this paper, we use the algorithm of Iterated Cumulative Sums of Squares for changes of Mean and Variance (ICSS: MV) to estimate structural breakpoints of yield series of China Securities Index (CSI) Universal Bond Index during the period from Jan., 2003 to May, 2010. We find there are 15 structural breakpoints. Having classified the type of each breakpoint, we find that most of them are variance changes. In all of the events that have effect on the volatility of China’s bond market, the events of adjusting reserve ratio and interest rate and the release of macroeconomic data account for a substantial portion. We also find there are not Treasury bond auction announcements in these significant events, the reason may be due to the different issuing ways of Treasury bond between China and the US. In addition, comparing the empirical results in this paper with the researches on structural breakpoints of China’s stock market, we find that the degree of influence caused by significant events on China’s bond market is less than that on stock market.

    Combined with the supply chain management practice in Hunan Valin Xiangtan Iron and Steel Limited Corporation (Xiang Gang for short in the following), through applying the green supply chain management theory, on the basis of demonstrating the connotation of environment-friendly green supply chain, the paper constructs the green supply chain model based on green purchasing, green manufacturing, green marketing, waste recycling and some other links; puts forward the green supply chain comprehensive evaluation index system of steel and iron manufacturing industry; constructs corresponding index evaluation model through applying level fuzzy comprehensive appraisal. Taking Xiang Gang for example, the construction of green supply chain for it is evaluated. The research plans to establish the green supply chain structure oriented to the cycle of material of steel and iron manufacturing industry “resource-product-waste-renewable resource”, to explore a sustainable and green way for the development of steel an iron manufacturing in manner of low input, high output, low consumption, less emission and cycling.

    Lab plays a critical role in training undergraduates’ ability. Accident prevention is the purpose for the discipline of safety engineering. Based on these, this article analyzes the design consideration for safety engineering labs at the college and university level. This research achieved positive results after being used in teaching practice. The following four parts describe the structure of the lab: the combination of safety management and the psychology of safety behavior; ergonomics; risk assessment; and safety technology. This article makes the argument for more efforts in the following areas of lab construction: safety management and culture; safety behavior; human factors engineering in the promotion of safety; and risk analysis, in order to improve the students’ competence of scientific experimentation and research. In addition, extra weight (i.e. size and major) should be given according to the background and characteristics of the specific industry.
